Dr. Schneider earned his PhD in Health Economics from the University of California, Berkeley, in 2000.  His past experiences have included several professional appointments, including: Research Analyst at the Center for Health Economics Research (1989-1993), Research Assistant at the University of California, Berkeley, School of Public Health (1994-1999), Director of Research at the California Association of Health Plans (1999-2001), Assistant Professor at the University of Iowa, Department of Health Management & Policy and Department of Economics (2001-2008), Research Scientist and Merit Scholar, U.S. Veteran Health Administration (“VHA”) (2001-2008), and Senior Director with the international health economics consultancy Oxford Outcomes Ltd., a division of ICON plc (2009-2013). He has more than 60 peer-reviewed publications in the field of health economics, including journal articles and book sections. He is co-author of the book The Business of Health (AEI Press, 2006) and author of the book The Economics of Pain (Palgrave Macmillan, 2026). Throughout his career he has conducted high-level grant and contract-funded research, participating in research teams working in a wide variety of applications related to health economics, economics, biostatistics, health services research, and health management. Some of these engagements included large, team-based research projects at the University of Iowa, the U.S. Veteran Health Administration, Columbia University, and San Diego State University. Over his career, he has also held positions or closely collaborated with academic-based health economists at the University of California, Berkeley, the University of Iowa (Assistant Professor), Columbia University (Researcher), New York University (Adjunct Professor), San Diego State University (Researcher), and Drew University (Adjunct Professor).
